Princeton
Town Administrator Denis Rindone representing STAR (Stand Together Act
Responsibly) presented the board with the schedule of revenue losses for towns
that are part of the PILOT program. Sunderland is third in the state receiving
$432,472 in actual aid versus the statue required $2,463,381. Mr. Rindone urged
the board to lobby our legislators to fully fund the states obligation to pay
town in lieu of taxes for land and buildings. The Governor is committed to fund
the program for FY05.
Todd
Harrington and Steve Caulfield of HL Turner Grp. updated the board on the
progress at the school reconstruction. Siding will begin this week end, kitchen
roof Wednesday, painting in cafeteria, fire protection 80% complete, flooring
start today. Question from the School Committee tour, why not 24/7 work
schedule. The simple answer is that the scope of work changed dramatically from
planning to practice. Mold inspection and remediation continues as the project
progress.
Under
the provisions of C 59 §21C, the board voted the following question for the
Proposition Two and One Half Debt Exclusion Ballot question on September 27,
2003 at the Sunderland Elementary School. Motion Mr. Kelley “Shall the Town of
Sunderland be allowed to exempt from the provisions of Proposition two and
one-half, so-called, the amounts required to pay for the bond issued in order
to repair and reconstruct the Sunderland Elementary School?” Second Mr.
Fydenkevez Vote 2-0 Two Thirds vote
required and attained
Whiteway
construction, the general contractor for the Public Safety Complex has
requested an extension of 28 days to November 15th to complete the
project. Attending are Douglas Goodman and Mile Lizee of Reinhardt Assoc., PSC
Building Committee members Fire Chief Ahearn and Al Drake. The board questioned
moisture in the insulation in the roof and length of time taken to put the roof
on the building. The board expressed its extreme displeasure with the progress
on the building and wet insulation hanging for all the passersby to see and
caused the townspeople to wonder what was going on at the site. The board
wanted the architect’s recommendation on the insulation. Motion Mr. Kelley to
require a second opinion on the use of the present insulation. Second Mr.
Fydenkevez Vote 2-0
Signed
letter to secretary of State to use paper ballots for the debt exclusion
ballot.
